A lieutenant with the U.S. Coast Guard was riding electric scooters with friends in Washington state when a man shot him dead, authorities say.

Isaiah Bolar, 18, faces a charge of second-degree murder in the death of 29-year-old Connor Overstreet, MyNorthwest reported. He also is charged with attempting to elude a police vehicle, according to King County court records reviewed by Law&Crime.

On Aug. 23 at about 1 a.m., Overstreet was riding Lime e-scooters with two friends in the area of South 124th Street and South Langston Road in Bryn Mawr-Skyway, Washington. The unincorporated area is just south of Seattle.

A Toyota Prius was on the road at the same time, and as it drove by, people inside reportedly exchanged words with Overstreet.

One of those people was Bolar, authorities say.

Though the Prius passed the e-scooter riders, the car apparently stopped. As Overstreet approached the passenger side of the vehicle, he was shot in the chest, and the car sped away.

Police have reportedly said Bolar either fired the shot or encouraged or helped someone else to do so.

Though emergency personnel responded to the area, Overstreet was pronounced dead at the scene.

On Aug. 25, police in Kent, Washington, which is about 10 miles south of Skyway, spotted a Prius. According to authorities, a passenger of the vehicle got out with a backpack and tossed it into a trash can.

Police later arrested Bolar and spoke with the passenger, who said Bolar handed him the bag and said, "Take this." Officers said the Ruger .357 that the defendant allegedly used in the shooting was inside the bag.

Additional investigation determined that Bolar's phone was in the area of the shooting at the time of the crime and then followed the route that the Prius took.

Bolar is expected to appear in court next week.
